Aims & Scope
About the Journal Focus and Scope The International Journal on Advances in ICT for Emerging Regions (ICTer) welcomes researchers in ICT related fields, particularly from emerging regions, to disseminate knowledge through an international network to an international audience by way of an internationally acclaimed open access journal. ICTer journal aims to promote journal level publications through a peer review process. The journal will promote research findings in all aspects of Computer Science, Information Technology, Information Systems, Software Engineering and Computer Engineering which would have a significant impact on sustainable development and socio-technological advancement in the emerging regions of the world. In addition, this journal will also encourage the publication of ICT related technical and interdisciplinary research work conducted in the emerging regions, contributing to the advancement of the knowledge horizon. The emphasis will be on the publication of papers based on original research work, but will also be open to, case studies and extended versions of peer-reviewed conference papers. Publication Frequency Quarterly. The ICTer will publish journal issues quarterly for which papers can be submitted for review all year round. In addition to regular issues, special issues will be published with respect to specific themes. All online issues are published in print issue annually. Open Access Policy ICTer journal is an open access journal allowing the peer-reviewed scholarly articles freely available to anyone interested in reading. The journal adopts the Creative Common License CC-BY as the open access policy. Journal articles are available for copying, distributing in any medium and for remixing, transforming and build upon for any purpose, even commercially. Archiving This journal utilizes the LOCKSS system to create a distributed archiving system among participating libraries and permits those libraries to create permanent archives of the jou
