Forward-looking research Anticipatory and prospective in orientation, exploring the trajectories that will shape Africa's future in a globalized world. 02 — Scientific Requirements Strengthening the ecosystem of scientific knowledge In the pursuit of strengthening the ecosystem of scientific knowledge dissemination in Africa, articles published by Global Africa will meet a major requirement: addressing subjects that advance knowledge and the understanding of reality, within and interdisciplinary perspective, based on established theoretical and conceptual frameworks, as well as proven empirical data. For example, both original and critical contributions on issues aligned with international agendas (human security, migrations, health, education, environment, natural resources, demographics, gender, inequalities, urbanization, democracy, etc.) are expected, along with reflections on the rationalities, values, and practices at play in the problematization of questions claiming to shape the "development trajectories" of the continent. Human security Migrations Health Education Environment Natural resources Demographics Gender Inequalities Urbanization Democracy 03 — Fourth Industrial Revolution Dialogues between disciplines Furthermore, the ethical, political, and economic challenges linked to the Fourth Industrial Revolution, whether it be artificial intelligence, Big Data, trans-post-humanism, nanotechnologies, digital technologies, biopolitics, global governance, surveillance society, etc., will be explored from the continent. From this perspective, Global Africa considers fruitful to engage in dialogue between the humanities and social sciences with digital and experimental sciences, following the perspectives opened up, for example, by the STEAM approach (Science, Technology, Engineering, Arts and Mathematics). Beyond calls for interdisciplinarity, the objective is concretely to welcome analyses emanating from various disciplinary spaces as long as they — whether in a reflective or applied approach — enrich the reflections aimed at understanding the dynamics at work on the continent. ST STEAM Approach Science, Technology, Engineering, Arts and Mathematics — interdisciplinary dialogues. 04 — Policy of Openness An explicit policy of openness Situated in the field of global studies, the journal nonetheless pays great attention to what happens at the local level. Global Africa deems it essential to tackle subjects that resonate with "local" concerns, emanating from the social body — whether it be individuals or groups experiencing them on a daily basis or those organizing and governing them — including those of women, youth, and marginalized individuals. The journal therefore opens itself to arts, cultures, techniques, and non-academic knowledge, engaging in discussions with recognized experts in their field. This conviction of the necessary (co)production of robust knowledge, not only for its own sake but also for society, will be reflected in the publication of texts with complementary formats accompanying the classic scientific articles. In doing so, Global Africa embraces an explicit policy of openness: 01 Contributors Openness to contributors from all disciplinary and intellectual backgrounds. 02 Themes Opening towards themes whose paradigms will be rethought (from objects to interfaces, on science fronts). 03 Users Openness to users of the knowledge produced (actors in civil society, activists and political decision-makers, private sector). 04 Languages Openness to the African languages mobilized as languages of research and work. The conviction of Global Africa is that these openings will be all the more legitimate if they are based on knowledge produced and validated through the best academic standards. 05 — Transcontinental Approach Africa in the world, the world through Africa Global Africa values transcontinental comparative approaches, ensuring that the perspectives of researchers from and through Africa allow us to consider its place in the world, in globalization, its history, and its future trajectories all intertwined. Not that this place cannot be understood or even measured solely from the experiences of the continent, but more precisely with the conviction that putting it in perspective with what is happening in other spaces renews its readings. The relevance and intellectual added value of comparison are among the tools advocated. Such issues and questions require the voices of African researchers and engaged diasporas to be heard in order to rethink classical analytical frameworks, reformulate problems, and innovate theoretically and methodologically. It welcomes reflections on global issues and their challenges apprehended from Africa and its diasporas to show how the transformations of the world are played out from the continent. Led by Gaston Berger University of Saint-Louis ( UGB ) through its Interdisciplinary Laboratory on Social Sciences ( LASPAD ) in partnership with a consortium of thirteen pan-African, African and European research institutions, the journal aims to contribute to contemporary debates both within and beyond the academic sphere, in which African issues intersect with global issues. It is particularly interested in current and future transitions, whether economic, energy, demographic, digital, health, ecological, technological, urban, based on multi/interdisciplinary approaches. Global Africa publishes regular and thematic issues four times a year (except for the first two years — 2022 and 2023 — when publication was semi-annual), including expert viewpoints on current event and book recensions. The journal is distributed with articles in HTML and PDF formats. The entire editorial process of the journal is subject to compliance with its Ethical Charter . Each participant in the process (editors, authors, reviewers, translators) is deemed to be aware of it and is required to comply. The submission of a manuscript to the journal entails, by definition, acceptance by the author of its final publication on Global Africa's website, as well as on the portals with which the journal has entered into agreements. A Digital Object Identifier (DOI) number is assigned to each article. This DOI number enables searching, identifying, and citing the articles. It therefore intends to provide a demanding and innovative platform for the voices of African researchers to describe and think about the trajectories, the tensions that can be found in the entanglement of local, national, community and transnational issues. Global Africa aims to be the echo of the new voices of African research of excellence in the humanities and social sciences. Its objective is to significantly increase the African contribution to global scientific creation, and to arouse critical reflexivity to strengthen the epistemological, theoretical, methodological and ethical foundations of research in the humanities and social sciences (HSS). To do so, the journal supports young researchers in particular through various mechanisms: the dissemination of their research in the four most spoken languages of the continent (French, English, Arabic, Swahili), co-publication, an editorial process committed to including more than excluding, while maintaining the quality of productions, training and capacity building actions. Helsinki 2019 Helsinki Initiative on Multilingualism in Scholarly Communication In November 2023, Global Africa signed the Helsinki Initiative on Multilingualism in Scholarly Communication , initiated by the Federation of Finnish Learned Societies, the Committee for Public Information, the Finnish Association for Scholarly Publishing, Universities Norway and the European Network for Research Evaluation in the Social Sciences and the Humanities. Launched in 2019, this initiative aims to promote the importance of multilingualism in research and its dissemination, in a context of internationalization. It is based on three main recommendations: 1 Support the dissemination of research results for the interest of society. 2 Protect national infrastructures for the publication of locally relevant research. 3 Promote linguistic diversity in research evaluation and funding systems. Helsinki has now been signed by hundreds of institutions and researchers around the world. The signing of Helsinki is in line with Global Africa's desire to strengthen its commitment to the defense of bibliodiversity. The program is funded until 2025. The primary financial support comes from the French Development Agency (56%). UGB contributes 12% and provide human resources as well as the headquarters for Global Africa. IRD contributes 11% and covers the editorial secretary position. As for the other members of the consortium, they directly contribute 4% to the program's funding and provide their infrastructures and teams, particularly in the context of the Junior Researchers Institutes. The remaining funding relies predominantly on revenue generated by the online certification courses and a fundraising strategy. The journal's ethical framework applies to all participants in the editorial process — editors, authors, reviewers, and translators — and is binding from the moment of submission through to publication and dissemination. This charter is based on the guidelines issued by the Committee on Publication Ethics (COPE) and the best practices in academic publishing. They are committed to applying the following principles across all stages of the editorial process. 1.1 Publication Decisions The editor-in-chief of Global Africa is responsible for deciding which submitted articles will be published. This decision is guided by the editorial board's policies and is constrained by legal requirements, including copyright, plagiarism, and defamation laws. The editor may confer with other editors or reviewers in making this decision. Editors shall evaluate manuscripts for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the authors. 1.2 Confidentiality The editor and any editorial staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher as appropriate. 1.3 Disclosure and Conflicts of Interest Unpublished materials disclosed in a submitted manuscript must not be used in the editor's own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage. Editors should recuse themselves from considering manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the submitted work. 1.4 Vigilance Over Published Work When an editor is presented with compelling evidence that the substance or conclusions of a published paper are erroneous, the editor should facilitate publication of a correction, retraction, expression of concern, or other note as appropriate. All reported or suspected cases of research misconduct must be investigated, even if a manuscript has already been accepted or a paper published. 1.5 Peer Review Management Editors should strive to ensure that peer review is conducted fairly and without bias. The journal uses a double-blind review process. Editors should not use manuscript management systems to mask their own identity when reviewing manuscripts submitted to their own journal. Editors should ensure that reviewers are appropriate and do not have conflicts of interest with respect to the research, the authors, and/or the research funders. Charter of Authors 02 — Author responsibilities Charter of Authors Authors submitting manuscripts to Global Africa are bound by the following obligations. Compliance is required from the time of submission and throughout the publication process. Originality and Plagiarism Authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others, that this has been appropriately cited or quoted. Plagiarism in all its forms constitutes unethical publishing behavior and is unacceptable. Plagiarism policy: All submitted manuscripts are subject to plagiarism detection. Any manuscript found to contain plagiarized content will be immediately rejected. If plagiarism is detected in a published article, the article will be retracted and the authors notified. Multiple, Redundant or Concurrent Publications An author should not in general publish manuscripts describing essentially the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behavior and is unacceptable. It is also expected that the author will not submit for consideration a manuscript that has been published previously, except in the form of an abstract, a published lecture or academic thesis, or an electronic preprint — provided this is clearly declared at the time of submission. Acknowledgement of Sources Proper acknowledgement of the work of others must always be given. Authors should cite all publications that have been influential in determining the nature of the reported work. Information obtained privately, as in conversation, correspondence, or discussion with third parties, must not be used or reported without explicit, written permission from the source. Authorship of the Paper Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. All listed authors must have made a substantive intellectual contribution to the work Where there are others who have participated in certain aspects of the project, they should be acknowledged or listed as contributors The corresponding author should ensure that all appropriate co-authors and no inappropriate co-authors are included on the paper All co-authors must have reviewed and approved the final version of the paper and agreed to its submission for publication Citing Reviewers Authors must not attempt to influence the review process through the suggestion of reviewers who are known to be favorable to their work, or through the improper suggestion of potential reviewers. Authors may suggest reviewers but the final selection rests with the editors. Conflict of Interest All authors should disclose in their manuscript any financial or other substantive conflict of interest that might be construed to influence the results or interpretation of their manuscript.
